Responsibilities and Authority of Chief Officer
The Chief Officer is the Master's deputy and second-in-command, responsible for understudying the Master in all aspects and taking over command in case of the Master's death or incapacity. They direct the Second Officer, Third Officer, Deck Cadet, and Deck/Saloon Crew. They typically keep the 0400-0800 and 1600-2000 navigational watches at sea (adjustable by the Master). They are the designated cargo officer, Ballast Water Management Officer, and Bio-fouling Management Plan Officer, and must keep the Master informed on safety, security, cargo, stress, stability, stevedores, defects, and non-conformities.

Responsibilities and Authority of Chief Officer

Maintain Life Saving Appliances (LSA), Fire Fighting Appliances (FFA), and safety equipment on deck, guiding Third Officers in planning; maintain hull, decks, cargo spaces, accommodation, tanks, and void spaces; identify and maintain critical deck equipment; maintain aerials and riggings for bridge electronic equipment; ensure condition, operation, maintenance, and availability of deck equipment (e.g., gangways, mooring machinery, cranes) and cargo equipment (e.g., hatch covers, lifting gear); oversee maintenance and repair work on deck and in catering department; ensure compliance with deck planned maintenance program and records; upkeep and maintain all deck stores; liaise with Chief Engineer for repairs to mechanical, hydraulic, electrical equipment, or steelwork, providing manpower as needed.
