Specific assessment and use of authority:
There may be specific situations in which the Master is expected to carefully assess and use his authority accordingly to ensure safety for his crew, vessel and environment.
- The Master has full discretion to delay entry or leaving harbor if, by reason of adverse weather or other conditions, he considers it unsafe, even if it is the general practice to enter/leave during darkness.
- A report setting out the circumstances of such delay must be forwarded to RMS and OPNS TFEL at the first opportunity.
